This pattern which includes all sizes from girls age 12 to adult women size 50 inch chest is available for purchase here:

Worsted weight yarn, 2 skeins of 198 grams
Crochet Hook, size 9 mm (US M or N)
Yarn needle
Ribbon optional

INSTRUCTIONS:
Women's small: fits chest size 30 to 36 inches as this is a very stretchy design.
(FOR ALL OTHER SIZES SEE BELOW.) Gauge not easily identified in this design. Gauge can be checked with a 4 inch swatch of single crochet. (9 mm hook: 9 single crochet long by 12 rows = 4 inches)

1. Working with a size 9mm hook, and one strand of worsted weight yarn. Chain 37.
2. Single crochet in the 2nd stitch from the hook, and in each stitch of the chain. (36 stitches)
3. Chain 2 and turn, *2 double crochet in the next stitch, double crochet in the next stitch, repeat from * across the row. (54 stitches across the row)
4. Repeat step 3. (81 stitches)
5. *Chain 2 and turn, double crochet in each stitch across. Repeat from * for 3 more rows. (81 stitches)
6. *Chain 2 and turn, double crochet in the next 2 stitches, 2 double crochet in the next stitch, repeat from * across. (107 stitches)
7. *Chain 2 and turn, double crochet in each stitch across. Repeat from * for 2 more rows. (107 stitches)

8. Form openings for the sleeves: Chain 2 and turn, double crochet in the next 15 stitches, skip the next 20 stitches, double crochet in the next 35 stitches, skip the next 20 stitches, double crochet in the next 16 stitches.
9. *Chain 2 and turn, double crochet in each stitch across the row. Repeat from * for 3 more rows.
10. Chain 1 and turn, single crochet all around the outside edge of the shrug, slip stitch to join. (Across the bottom, up one front, around the neck, down the opposite front.)
11. *Chain 3, skip the next stitch, single crochet in the next stitch, repeat from * all around the outside edge of the shrug. For the last loop: chain 2, double crochet in the first stitch of the next chain 3 loop, then single crochet in the same loop. (This is to position the last stitch in the center of a loop.)
12. *Chain 3, single crochet in the next loop, repeat from * around, making the last loop with chain 2, double crochet in the next loop, single crochet in the same loop. Repeat this row to make as many rows of loops as you would like. This design has 3 rows total. (Note: In your final row, do not make a single crochet in the same loop, instead end the row with a chain 3 loop, and slip stitch to join in the base of the next chain 3 loop.
13. In each loop around make: single crochet, 3 double crochet, single crochet. Fasten off. Weave yarn ends into the finished work.

Optional: pass a ribbon or cord through a row of stitches just below the bust. (In the grey design, 2 lengths of ribbon were tied in the center back, and the ribbon was only passed through stitches in the front of the shrug, then tied in the front.)
